By ammending the DART license to cover 7.30-7.60 MHz, the FCC has fulfilled their legal obligation to protect licensed primary users in the range 7.10-7.30 MHz (i.e., amateur radio). However, hams in Alaska are still going to have problems.
I remember vividly setting up at VP2E for the 1995 CQ WW and discovering that 160M was unusable due to Radio Anguilla on 1505 KHz (now QRT). We were eventually able to mitigate (not eliminate) our problem by using cascaded I.C.E. passband filters. Remember though that we were dealing with 50KW, not 660KW! I hope that with improved technology available today that KL7 hams will be as successful.
